We are pooling our strengths to collectively map both online and offline hate speech, incitement, misinformation and disinformation with the aim of providing actionable insights and recommendations for key stakeholders. The initiative is strengthening the early warning capacity of the UWIANO Platformform Peace – a multi-stakeholder platform aimed reducing electoral violence.

Pro-actively sending peace messages and advocating for peaceful elections increasing public awareness for hate speech, incitement, and misinformation ensuring comprehensive investigation, impartial and timely persecution of hate speech and incitement in line with the National Cohesion and Integration Act No. 12 of 2008, Sec. 13 & Sec. 62, and the Penal Code of 2009.
There is a combination of both emerging and recurrent disinformation tactics being used online that are prone to hate speech:
Emerging tactics include providing financial rewards for amplifying certain posts,
Recurrent tactics are the use of vernacular language to propagate hate speech and the use of ‘coordinated networks and puppets for hire’, among others.
The use of fake news paper’s front pages and fake digital cards has been in use to dis-inform. These are highly prone to hate speech.
The level of risk of social mentions of hate speech terms by political actors was low for the month of May.
Investigations
We investigate and spotlight toxic disinformation and hate speech in Kenya before and after the elections using a combination of in-country investigative researchers and data-driven forensic analyses.
For our analyses we combine :
1. leading social media monitoring tools(e.g. CrowdTangle, Meltwater, Truthnest, Botometer)
2. Data analytics and visualization (e.g. machine learning, sentiment analyses, and social network analyses using Python, Gephi, Flourish)
3. Tailored in-house solutions for investigative journalism (e.g. CivicSignal).
Our investigations are innovative, comprehensive and action-oriented. In our alerts and reports we provide in-depth analyses. Key insights are translated to key recommendations. These provide a guide for collaborative action to countering hate speech and incitement in social media
Key insights from our investigations guide our network of civic watchdogs, civil society partners and regulators to pro-actively identify and counter disinformation and hate speech with credible and data-driven information. A broad set of campaigns and events is launched to advocate for peaceful elections. These include multimedia peace-messaging, graphic comic-book and animated video storytelling, micro-influencers on social media who serve as peace-ambassadors, and regular round-table discussions with key decision-makers.

Social media ecosystem sentinels
Election-focused fact-checking team that researches and debunks hate speech and mis/disinformation, sharing the fact-checks with major tech platforms. The team is composed of micro influencers, PesaCheck Fellows, African Fact-Checking Alliance Fellows, MythBuster Fellows, and dedicated Wikipedians in residence.
Round table discussion with key stakeholders
Regular round tables with key stakeholders to facilitate information sharing, collaborative decision-making and aligned action (weekly – monthly).
National Mediation Council
Youth-focused mediation council with senior decision-makers and key stakeholders in hot-spots to come together to discuss governance and peace-building.
Communication strategy
Thematic campaigns that respond to emerging trends and risks with a special focus on gendered hate speech. The strategy will make use of social listening, sentiment analysis, polls and other data and seeks to amplify credible information and advocate for peaceful elections.
