Mercy Musyoka is the Deputy Director, Internal Audit at the National Cohesion and Integration Commission (NCIC), where she leads internal audit and compliance functions. A Certified Internal Auditor (CIA) with over 13 years of experience in public sector auditing and systems compliance, Mercy holds an MBA in Strategic Management, a B.Com in Finance, a Diploma in Database Management, and has completed CPA Part II.

Her certifications include ISO 9001:2015 (Quality Management), ISO 27001:2022 (Information Security), ISO 15489 (Records Management), and Occupational Health and Safety auditing. She is a member of the Institute of Internal Auditors, National Quality Institute, and the Kenya Association of Project Managers.

Prior to joining NCIC, she served in similar roles at the National Health Insurance Fund (NHIF). Her expertise lies in strengthening internal controls, enhancing compliance, and aligning operations with global best practices. Passionate about good governance and accountability, she is committed to continuous improvement in public service.

Mr. Kyalo Mwengi is the Deputy Director Legal Services. He is an advocate of the high court of Kenya and a member of the Law Society of Kenya. He holds a Bachelor’s degree in Social Legislation (BSL), Bachelors in Laws (LLB) from Dr. Babasahab Ambadkar Marathwada University, India and a Diploma in Law from the Kenya School of Law.

Caroline Gateru is the Deputy Director Human Resource and Administration in the Commission. She has extensive experience in the field of HR having worked for over 15 years in the public sector. Caroline is industrious, thorough and meticulous in her work, this has enabled her built a successful career in HR. She has championed the development and review of HR Policy documents including the HR manual, organizational structure and establishment, code of conduct, career progression, service charter, performance management and rewards policy among others. She is a Certified Human Resource Professional (CHRP). In addition to this she holds a Masters degree in Human Resource Management, a Bachelors Degree in Education, a Post Graduate Diploma in HRM and a Diploma in IT. She is a full member of the Institute of Human Resource Management in Kenya. She is currently finalizing her Doctorate in HRM.

Jescah Otieno is the Deputy Director of Research at the National Cohesion and Integration Commission. She is a research and communications scientist with over 12 years’ experience of offering top-notch abilities in conducting research and working with research tools in evaluating and analysing data. Possessing a keen eye for detail and a passion for uncovering hidden patterns, Otieno excels at transforming complex data into clear and compelling narratives and has authored numerous publications, articles and reports. Her expertise spans a wide range of domains including peacebuilding, conflict resolution and communication. Beyond technical proficiency, Otieno is a skilled communicator who effectively presents complex findings to diverse audiences. She was appointed Global Peace Ambassador in 2023 by the Institute for Economics and Peace, USA. She is an African Civic Engagement Academy 2021 fellow from the University of Georgia USA, and holds a Master of Science degree in Communication Studies from Moi University, Kenya.

Mr. John-David Odhiambo is the Deputy Director, Supply Chain Management at the National Cohesion and Integration Commission (NCIC), where he provides strategic leadership in procurement policies, supply chain strategies, and compliance frameworks that strengthen transparency and accountability in public service.
 
He holds an MBA in Procurement and Supply Chain Management, a Bachelor of Commerce in Management Science from the University of Nairobi, and a Graduate Diploma in Purchasing and Supplies Management from the Chartered Institute of Procurement & Supply (CIPS, UK). As a MCIPS-qualified professional, he has attained the globally recognised standard of excellence in procurement and supply, reflecting his commitment to competence, ethical practice, and best international standards.
 
John-David is a member of the Kenya Institute of Supplies Management (KISM) and the Chartered Institute of Procurement & Supply (CIPS, UK). His career includes leadership roles at the University of Nairobi and other institutions, where he successfully advanced procurement reforms, operational efficiency, and value-driven supplier partnerships.
 
In his free time, John-David unwinds by reading motivational books and hiking, activities that keep him inspired and energized.
